Senate Bill 605 – An Act amending Title 58 (Oil and Gas) of the Pennsylvania Consolidated Statutes

Senate Bill 605 – An Act amending Title 58 (Oil and Gas) of the Pennsylvania Consolidated Statutes, providing for an impact fee for natural gas and oil pipelines. If imposed, this could create additional fees for anaerobic digester projects that need to build a gas pipeline to get into the gas grid.  Should PBEA send a letter asking that this act specifically not apply to renewable natural gas projects?  With RIN values as high as $30/mmbtu, a lot more projects are looking to upgrade their gas and inject it into a pipeline to be able to sell it as vehicle fuel and qualify to generate RINs.
